Election Systems & Software (ES&S)

Overview

The ES&S election system is a voting system with dedicated ballot marking devices (BMD), standalone ballot scanners, as well as ballot scanners with integrated BMD capabilities.

The AutoMARK is a dedicated ballot marking device that allows a voter with disabilities to privately and independently vote on a paper ballot. Audio and tactile interfaces allow voters with visual challenges to complete their ballot. Voters can listen to the selections over headphones or view an LCD screen with an image of their ballot that can be adjusted for size and contrast. A "Sip-N-Puff", or other compatible personal interface device, may also be used by voters with limited hand dexterity.

Any voter may use the AutoMARK to vote, not just voters with a disability or in need of language assistance. Many individuals have disabilities that are not readily apparent and cannot be easily seen. Poll workers should not assume that a voter will or will not want to use the AutoMARK, ask a voter what their disability is, or otherwise decide that the voter should or should not use the AutoMARK. The decision to use the AutoMARK is up to the voter.

Voters: Simply inform the election inspector, and they will initiate your voting session

The ExpressVote XL is a hybrid DRE/optical scan voting system with native ballot marking functionality that allows a voter with disabilities to privately and independently vote on a paper ballot. The default touch screen is available to any voter. Audio and tactile interfaces allow voters with visual challenges to complete their ballot. Voters can listen to the selections over headphones or view an LCD screen with an image of their ballot that can be adjusted for size and contrast. A "Sip-N-Puff", or other compatible personal interface device, may also be used by voters with limited hand dexterity. 

The machine then prints out a summary card for voter review, with printed text for each candidate chosen, at which point the voter can confirm that their choices have been recorded correctly, and then cast their printed paper summary card for tabulation or eject the ballot to be inserted into a separate tabulator depending on the set up. The DS200 and DS300 ballot scanners are portable electronic voting systems that use an optical scanner to read full paper ballots and cards printed by the ExpressVote XL and tally the results. These systems allow for paper ballots to be immediately tabulated at your polling site.

As the systems are not network capable, results are then taken by secure courier to the Board of Elections, where they can be read into the central system

The DS200 and DS300 also notify the voter of voting errors. The voter will be able to immediately correct these errors to ensure that their vote counts.

The DS450, DS850, and DS950 are a family of stand-alone central count machines tailored to serve the needs of differently sized counties by acting as stand-alone central count scanning systems, which can be used to scan and tabulate ballots that are received directly by the Board of Elections (Absentee, Early Vote by Mail). 

As the systems are not network capable, results are then taken by Board of Elections staff to the secure election workstation where they can be read in to the central system.
